Andy O’Brien manages multi-faceted issue advocacy campaigns for DCI Group’s clients in federal and state legislative affairs. Specializing in the energy and electric utility sector, Mr. O’Brien has extensive experience in state based grassroots outreach, coalition building and governmental relations strategies involving a number of high profile issues. His recent work includes leading a grassroots campaign which resulted in the successful completion of a large private equity buy out of a major energy company. After the close of that transaction, Mr. O’Brien has continued to develop and manage grassroots advocacy campaigns focused on both the regulated and competitive energy markets on behalf of the firm’s clients.

Mr. O’Brien’s background includes time spent working in the private sector leading a non-profit organization as well as on Capitol Hill.

Prior to joining DCI Group, Andy served as the Executive Director for a 35,000 member non-profit organization focused on higher education issues. He managed the day to day operations and donor development for the organization including the 45 chapters in both the United States and Canada. He provided guidance for the Board of Directors and led the organization’s crisis response team. He served as the chief liaison between other non-profit organizations as well as a multitude of colleges and universities across the United States and Canada. During Andy’s tenure, two key areas of focus were membership growth and brand management for the organization.

Additional leadership experience includes time spent at the Heritage Foundation working directly under Former Attorney General Edwin Meese as well as with the United States House of Representatives Committee on Small Business.

Mr. O’Brien is a graduate of the University of Maryland, College Park where he received a Bachelor’s Degree in Government and Politics. A native of Maryland, he currently resides in Bethesda, MD with his wife Jenny.
