Carl Bentzel
Vice President

Carl Bentzel is an industry-recognized expert within the areas of Transportation, Energy and Commerce and focuses on affiliated issues for clients of DCI Group. Prior to joining DCI Group, Mr. Bentzel spent fifteen years as a House and Senate professional committee staffer, including most recently as Senior Democratic Counsel of the Senate Committee on Commerce, Science & Transportation.

Mr. Bentzel's primary areas were maritime transportation; rail, trucking and pipeline transportation; hazardous materials; and homeland security. He also dealt with matters impacting passenger rail service and economic regulation of rail and surface industries before the Surface Transportation Board.

Key legislation on which Mr. Bentzel has worked includes:

  • The Intermodal Surface Transportation Efficiency Act (ISTEA)
  • The Interstate Commerce Commission Termination Act (ICCTA)
  • The Transportation Equity Act for the 21st Century (TEA-21)
  • The Maritime Transportation Security Act of 2002 (MTSA)

For his efforts in helping draft and win passage of MTSA, Carl was awarded the Coast Guard's Medal for Meritorious Public Service and the Maritime Security Council's Man of the Year award. Mr. Bentzel is also the author of the chapter on Port Security within McGraw-Hill's Handbook on Homeland Security.

Mr. Bentzel earned his Bachelor of Arts from St. Lawrence University, his Juris Doctor from the University of Alabama and his Master of Laws from the Admiralty Law Institute, Tulane University.
