Juan C. “JC” Flores

Juan C. “JC” Flores joins DCI Group as the head of the firm’s Florida office, which opened in late 2023. JC brings more than 15 years of experience in campaign management, legislative affairs, policy development, and public engagement to help serve DCI Group’s clients. JC will be based in Tallahassee and travel throughout the state supporting the firm’s growth in the Sunshine State.

With a dynamic career spanning a dozen years at AT&T, JC has demonstrated leadership at the state, federal, and international levels, serving most recently as Vice President of International External and Regulatory Affairs, EMEA and LATAM, including WarnerMedia. In addition, he served as Vice President of Global Public Affairs, Vice President of Florida Public & Legislative Affairs, and Regional Director of External & Legislative Affairs for Miami-Dade & Monroe County, Florida during his tenure at AT&T.

Prior to his time at AT&T, JC served as the Campaign Manager for Gimenez for Mayor (Miami-Dade County, now Congressman Carlos A. Gimenez) in 2011, directing campaign operations and communication efforts. He also held the position of Director of Communications for the Office of Miami-Dade County Commissioner Carlos A. Gimenez (August 2007 – April 2010), managing press dynamics, crafting impactful releases, and devising community outreach strategies.

JC began his political career as a Special Assistant to the Speaker of the House, now U.S. Senator Marco Rubio, at the Republican Party of Florida, excelling in coordination, cultivating external alliances, and executing strategic agenda initiatives.

He holds a Bachelor of Arts in Political Science from the Steven J. Green School of International & Public Affairs in Miami, Florida. JC currently serves as Trustee to the Foundation of Florida’s Future as an advisor to Florida International University Jack Gordon Institute’s Cybersecurity Policy Program. He lives in Tallahassee with his family—his wife Lissette and daughter Audrey.
